As Saudi Arabia advances its Vision 2030 agenda, Mumken, a company of Prince Waleed bin Nasser Al-Saud, set out to support the private sector in making informed business decisions by analyzing all relevant updates, transforming information into actionable insights, and clearly explaining their impact through the Qitae app.
Mumken partnered with The Software House to build a secure, scalable, and fully compliant Qitae platform, hosted on Saudi infrastructure. This platform targets the private sector, with a focus on SMEs to support growing their businesses.
Partnership goal:
→ To help the private sector make informed decisions by turning relevant updates into clear, actionable insights through the Qitae app.

Challenge
Mumken had a bold vision and needed the technical support to bring it to life. A generic community platform quickly proved that it needed a more innovative solution to grow.
Key pain points included:
No support for RTL (right-to-left) Arabic content
Limited interface customization and branding flexibility
No compliance with Saudi data localization or cybersecurity regulations
Inability to export data or access full user analytics
Insufficient content management and user permission systems
Restricted monetization and integration options
Compliance, scalability, and data ownership were the non-negotiables.
Mumken needed a custom-built digital platform to grow, integrate, and operate within Saudi Arabia’s strict data governance standards.
Working with The Software House was a collaborative and well-structured experience that played an important role in bringing Qitae to life. From the discovery phase through development and delivery, their team showed professionalism, technical capability, and a clear effort to understand the vision behind the platform.
What stood out was the partnership mindset — communication was open, challenges were handled constructively, and decisions were approached with a shared focus on building a product that truly serves its purpose. Their balance of solid engineering practices and flexibility helped us move forward with confidence throughout a complex journey.
The Software House’s contribution went beyond delivery, helping us establish a strong foundation that supports Qitae’s continued growth and evolution.

Solution
Mumken envisioned a platform that would:
Educate users on legislation, policy, and their impact on business operations and decision-making
Offer an intuitive, mobile-first experience accessible to diverse audiences
Enable real-time collaboration through a trusted discussion space: comments, polls, and workshops
Integrate analytics to measure engagement and inform strategy
Guarantee compliance with Saudi regulations for data, cybersecurity
Present legislation in a clear and accessible format
Create a scalable, future-ready architecture
The ultimate ambition was to build the digital backbone for Saudi reform dialogue that bridges the gap between policymakers, entrepreneurs, and industry experts.

In the old app, images were used to handle RTL issues, but elements like buttons remained unchanged in different places, which led to an inconsistent user experience.
The transformation enabled the move towards a seamless experience with added features.
The Software House helped us bring our platform to life and supported our mission throughout the process. From the initial workshop to the final release, they addressed our needs and contributed to the development of the product.
Their team was professional and responsive, working to align with our culture and timelines. They brought in valuable expertise, processes, and tools that provided useful support to our tech team during the project.

Process
Phase 0: Discovery & Vision Alignment
Before writing a single line of code, The Software House led a 4-week Discovery Phase to align vision, scope, and requirements.
This was Mumken's first partnership with a tech company, and it became the foundation for a clear, risk-free roadmap.
The Discovery Phase helped to:
Define critical features. HubSpot integration, multiple forms of information delivery, categorization of sectors, and scalable community tools
Feature prioritization to align scope with budget. Conducted user interviews to define the most important features.
Reduce risk. Defining architecture early to prevent technical debt and implement cost optimization principles
Maximize ROI. Focusing only on features that bring business value and benefit users the most
Discovery deliverables:
Product demonstration and workflow analysis
User-journey mapping and process definition
Technical constraints and recommendations
Product backlog, roadmap, and architecture plan
This process not only clarified what to build, but it also helped Mumken articulate its long-term digital vision for the Qitae platform.
Phase 1: Qitae’s development
Following the discovery phase, The Software House designed and built a secure, scalable, and user-focused architecture optimized for mobile platforms. The goal was to deliver high performance, full Arabic RTL support, and full compliance with Saudi data and cybersecurity regulations.
Together, these components created a secure and scalable foundation that allowed Qitae to grow and connect Saudi Arabia’s public and private businesses.
End-User Experience
Qitae was designed around engagement and inclusivity. Users could:
Register and personalize their profiles
Access, like, share, and bookmark articles, legislation, studies, and events
Join sector communities and engage in discussions or surveys
Receive notifications about updates, workshops, and polls
The mobile-first experience ensured that entrepreneurs and citizens can all participate in shaping their industries’ future.
Admin Panel & Operations
TSH developed a full administrative ecosystem to give the internal team total control over:
Role-based access for different purposes
Dynamic publishing of legislation, events, projects, and news
Real-time moderation, content approval, and policy management tools
Centralized help center and live support management
Manage privacy and track activity across the platform
This system allowed Qitae to govern, moderate, and grow the platform sustainably while maintaining a high standard of compliance and security.
Team formation
To bring Qitae to life, The Software House assembled a nine-person cross-functional team in just one month.
Team members were selected for availability and skill fit, ensuring smooth collaboration and shared ownership of goals.
We worked as one team with Mumken’s CEO, PM, and TL, aligning on every decision and adapting our workflow to fit their pace and priorities.
Our partnership
Our ongoing collaboration is based on shared trust, transparency, and adaptability that shaped how both teams worked as one.
Working with TSH never felt like a typical client–vendor relationship.
From day one, it felt like we were operating as one team with a shared goal. Communication was open, ideas were challenged constructively, and everyone stayed focused on delivering the best possible product. That level of collaboration and ownership made a real difference in both the journey and the final outcome.
